This prompted the American government to establish Military bases inorder to react effectiviely to any threat of attack effectively.</em>

The closure of the bases after the fall of Soviet Union proved difficult because, the american Congressmen believed that the threat would always be there whether the Soviet Union has been disbanded or not.
