In my opinion, mind you this isn’t a question where only one answer is correct.

He’s saying that due to survival of the fittest, nature’s laws, have created the fittest people to be the wealthiest, and those that aren’t wealthy aren’t the fittest. Saying that the rich should live just as modestly as everyone else and use the rest to bring up those in society to the wealthy level. Giving back to society is the only way to create more of nature’s fittest creatures.

This was mostly all done because he was cheating on his wife Hillary with Monica Lewinsky who was an intern in the white house at that time and he claimed under oath that it wasn't the case.
