I am not sure what type of answer you are looking for, but here is my opinion. Yes, Patrick Henry's "Give me liberty or give me death" speech is very effective in that it is persuasive. He is stating if he cannot be given freedom, he would rather be dead. That is evocative language. When one would rather be dead than to go without something, it is emotionally compelling and extremely effective in persuading others to agree with his viewpoint.
