France focused  much more in Europe. They would often times  neglect  their    

colonies during warfare to focus on gaining land in Europe. This is partically

because  France felt that its navy would likely  not be dominant over the British one,So they focused  at home where British armies would likely not beat French ones  on the  mainland.

No I do not think so. The American Revolution really inspired people because the colonies didn’t have the best reputation, and everyone though Britain would easily over take them, and when they didn’t the American people were looked up to as the underdog, influencing more people to revolt in their own countries, like France.

That was the Quartering act but they were not just mad because of that one law. They believed that the king was being abusing his powers and was a tyrant so I'd say yes, they were mad.
