In the case of this phrase of "The life you save can be yours," the simile is used to compare the bad words in mr's head. shiftlet with vultures flying over a tree. The author meant by this simile that the thoughts of mr. shiftlet live in a different world from the real world and because of his thoughts, mr. shiftlet, is inserted in this different world.

This is a potent imagery used by the writer to demonstrate the nature of Mr. Shiftlet’s thoughts. He views the poor widow and her daughter only as a means to satisfy his desires and fulfill what he wants. Shiftlet’s thoughts do not reflect any compassion and kindness and remind the reader of the hostile and uncaring world that he existed in, and his thoughts were nothing more than a flying horde of vultures over a tree, in search of its next victim. Mr. Shiftlet’s ugly thoughts belong to a cruel world, however, his thoughts are what connected him to the present world. In a way, he is able to connect to the thoughts of Mrs. Carter, who is as rotten as himself, and decides to take advantage of her situation by agreeing to marry her daughter in exchange for a car. His monstrous thoughts are revealed in nature as he decides to abandon his mentally challenged wife at a restaurant.  

Lucynell is the only innocent victim in this story, who was sacrificed at the altar of her mother’s desire to get rid of her, and her husband’s extreme greed. From the above lines, we can understand Mr, Shiftlet as a shrewd, mean man, who does not care for showing compassion towards creatures around him. We also cannot help feeling sorry for him, as apparently, no one took pity on him. He can understand the nature of people and decipher their weaknesses, and then manipulate it to fulfill his own interests. His mind is full of ugly and dubious thoughts on how to fulfill his wants, and thus, the author compares his thoughts to a vulture.
