On the other hand, the farmers are demotivated to do so because of the regulations by the government, as they can only get funds from it if they plant the same crops for several years in a row, which will in turn mean higher pollution of the water supplies, but more profit. In order to solve the situation the government has to come up with better solution, to fund the farmers without having any restriction on the amount of years that a crop has been grown, thus to both help the farmers financially, as well as to protect the water supplies for the long term benefit of everyone.
