I believe the answer is: informed consent
Informed consent refers to the process of obtaining permission from someone who is about to receive a certain procedure. During the process, the performer of the procedure would be legally obligated to explain how the procedure is being done along with the risk that the receiver might face because of the procedure.
I believe someone who hates another country for a really lets say dumb reason would be called nationalism. <span />
