On September 22, 1862, the Emancipation Proclamation was given by Abraham Lincoln to finally mark a solution to end the civil war and make the Confederate States yield from their position of resisting the government. The argument lies in the declared call to make the Confederate States join the Union is that the Emancipation Proclamation of freeing the slaves only applies to States that rebel against the US government. Thus, it was not applicable to States who are from the Union. It was a strategy to attract the Confederate States to Join the Union so they can keep slavery within their borders.
Johnson believed that the Union was paramount and the South should be represented.
The industrial sector and general economy were growing. This meant that production was increasing and America was now actively trading with other countries. Therefore to achieve all these, it needed a foreign polcy in order to defend its interests.
