Napoleon symbolic act of urinating on the plans was by itself a powerful expression of hatred for the plans to construct the windmill by snow balls. the reason behind this was to show Snowball that he was not willing to let him take control of the farm, or guide the directions of the farm. The urinating act showed contempt.
