Carbon in the ocean originates from the atmosphere. There exists an oceanic carbon cycle, which comprises the procedures that exchange carbon among the different pools within the ocean as well as between the atmosphere, sea floor, and the interior of the Earth.  

First, from the atmosphere, the carbon dioxide is captivated by the surface of the ocean. It is then transformed into a dissolved inorganic carbon, which is then succeeded by a series of steps of the oceanic carbon cycle.

I say it's true. Because of the carbon in the ocean originates from the atmosphere. Carbon dioxide is absorbed by the ocean's surface from the atmosphere. It's converted into a dissolved inorganic carbon.
