The quote means that rights would not be sold or refused. Justice would not be tainted by money and bribery nor denied to anyone. So it wasn't about the right to earn money, but about all rights. It wasn't about paying to get out of arrest, it was quite about the opposite and it was not about not paying for your own crimes, but about how you would have to pay for your crimes since justice would not be denied to anyone.
