The role that Las Cases expected the Spaniards to play on Hispaniola was to carry them in an incredible way but what happened was that it was backwards. Spaniards, in a matter of seconds, carried on like ravening wild animals such as tigers, wolves, or lions that had been hungry for quite a while, and for forty years they have done nothing else, nor they are in pain. They destroyed them with sporadic and new and jumpers’ sort of violence.

If a country didn't have such a ruler it could easily start wars with other countries and would soon fail.
