Actually there are a number of geological specialists who study Plate Tectonics: Geo-dynamicists, structural geologists, geophysicists (including seismologists - earthquake scientists), vulcanologists. I'm not sure there is one term for those who study plate movemennts through time though.
One responsibility that is not a responsibility of a county government is to "C regulate local national guard," since this is in fact a responsibility of the larger state itself.
