There are at least two ideas at work here.
- The ruling class, the nobility if you like, did not laze around. Their idleness was not tolerated. They had to work just like everyone else.
- The central storehouses were not squandered. It was like having a backup to be used in lean years.
So let's see what the choices are.
E: is the exact opposite of point 2. Don't choose it.
D: Though D could very well be true, the passage doesn't say so. Move on.
C: It did. Every society needs an elite and a ruling class. But the author doesn't make a big deal out of this. Point 1 is the way he observed Inca society.
