One of the main ways in which economic opportunity divided urban and rural dwellers is that those who could afford to live in the suburbs usually chose to do so, while low-income people who had to work lesser-paying jobs were usually confined to the cities.

They were also not allowed to lease them for more than three years of tenure. Many Chinese, Indian, Japanese and Korean immigrant farmers were deeply affected of this law. This law was implemented to stop foreigners from immigrating, specially Japanese immigrants and to create an inhospitable climate with the other immigrants in California.
