There really isn't any distributing done, as the perimeter is the total length of the shape, and since this is a rectangle it has two two equal sides, 7+7=14 and 13+13=26, 14+26=40 inches

I think it would be 40. The calculation without distrubution would be to add 13 plus 13 and 7 plus 7 and add that together, to get 40
I am not sure if this is right, but me trying to give it a stab
