In 1959, an armed group took power in Cuba. Fidel Government policies damaged relations with the US. In January 1961, Havana and Washington broke diplomatic relations.

In 1962, the US detected that the USSR supplied weapons to Cuba. In October, a series of aerial photographs showed that the island already had ballistic missiles with nuclear warheads that could reach the territory of the United States. Since the end of World War II, relations between the USSR and the United States had progressively deteriorated, with diplomatic clashes and the danger of armed clashes.
