A federal government is a system that divides up power between a strong national government and smaller local governments. This system of  government  uses expressed and implied types of powers. The Expressed power is where the powers to the federal government are directly granted  are found in the constitution. While Implied powers  are those powers that can be reasonable assumed through the expressed powers

Federal and state: concurrent

Federal and state  is a system of  government also called federalism. This is where the constitution made federal  government  stronger.  It gave power to both the Federal Government and the state governments. This system uses the concurrent type of power where powers are shared by both state and the federal government.
