The Hutu started to perform genocide over the Tutsi minority, but the international community was hesitating should it react or not, if it does in which way, and while it was thinking the genocide was going on and on. Luckily for the Tutsi people, they had their own military forces that were well equipped, so they managed to stop the aggression form the Hutu before they made a full scale genocide.
