I think the idea sprung out in "...<span>It was not upon their impulse that their Government acted in entering this war..."

Simply because Germany's people are not a part of those who wanted the war but it is a government decision. The speaker wanted to point out the innocence of the people and responsibility of a government to be accountable for its actions.</span>
