You have a formula : V= \pi r^2h. You just have to apply it. It would gives : 

V= \pi (2)^2(8)
V=32 \pi
V=100.48cm^3

Now, use your mind. How many would be needed to make 2000 cm3.

\frac{2000}{100.48}
=19.94 = 20
