Signed into law in May 1862, the Homestead Act opened up settlement in the western United States, allowing any American, including freed slaves, to put in a claim for up to 160 free acres of federal land. By the end of the Civil War, 15,000 homestead claims had been established, and more followed in the postwar years. Eventually, 1.6 million individual claims would be approved; nearly ten percent of all government held property for a total of 420,000 square miles of territory.


The Homestead Act (May 20, 1862) set in motion a program of public land grants to small farmers. Before the Civil War, the southern states had regularly voted against homestead legislation because they correctly foresaw that the law would hasten the settlement of western territory, ultimately adding to the number and political influence of the free states. This opposition to the homestead bill, as well as to other internal improvements that could hasten western settlement, exacerbated sectional conflicts. Indeed, the vision of independent yeomen establishing homesteads on the prairies was offered in the political rhetoric of the 1850s as a vivid contrast to the degradation of slave labor on southern plantations. A homestead bill passed the House in 1858 but was defeated by one vote in the Senate; the next year, a similar bill passed both houses but was vetoed by President James Buchanan. In 1860, the Republican platform included a plank advocating homestead legislation.

In 1836, the new Texas Constitution was written during the war for independence which had a separation of governmental powers, a bill of rights, a bicameral legislature. This had many adopted aspects from the Spanish and Mexican laws. In 1845, was modeled after other southern states and therefore referred to as the Statehood Constitution (Newell, 44). It embraced democratic principles and was influenced by Jacksonian democracy. In 1861, the Constitution was modified when Texas joined the Confederate States of America, this was called The Civil War Constitution. This is when Texas seceded to join the confederacy. In 1866, was on the losing side of the war and Texas was ordered by Andrew Jackson to revise the document. This new document abolished slavery and declared secession illegal. In 1869, reconstruction of the Constitution happened yet again because radical reconstructionists in Washington wanted southern states to write new constitutions with tougher standards.

I believe it is because if New England started a manufacturing industry, it could result in self-sufficient colonies, and England also wouldn't make money off of them.
Ex.
a) south produces raw material => sent to North => Raw materials processed and sold
b) south produces raw material => sent to England => England processes raw materials => can be sold to the colonies and  other countries

There were both economic and political issues involved in the decision of Southern states to secede.  The Supreme court’s decision in Dred Scott’s case spread the detonants starting in the strengthened Northern opposition to slavery, the internal divisions of Democratic Party and the reinforcement of the Republican Party which won elections with Lincoln leading them. Southern states gave their own interpretation to the supreme court’s decision and gave passage to the Kansas-Nebraska act, permitting every state to accept slavery or not . An important economic consequence was the beginning of  the “Panic of 1857” crisis  which started with railroads and big Northern bank collapses due to uncertainly slavery policies.
