Congress chartered a National Bank in 1816 and Maryland subsequently wanted to tax the Second Bank of the United States. A representative in the Baltimore office of the Second Bank of the United States declined to pay the Maryland tax, setting up the case which determined if Congress had the authority to form the bank and if Maryland's tax interfered with Congress.

Or another thing was certain advancements allowed the ability to produce product in large amounts to sell. For example the printing press could allow books to be purchased at a faster rate.
