I think what he was saying was the church used the moving force in a community and helped shaped the popular opinion. Given the context, I'd say he's most likely motivated (tone)  because the church is conforming to societal standards rather than helping to form them through the word of god. For the mood I'd most likely say cheated, angry, or whatever one word is for wanting to make dramatic change.
