I think what he was saying was the church used the moving force in a community and helped shaped the popular opinion. Given the context, I'd say he's most likely <em>motivated</em> <em>(tone)  </em>because the church is conforming to societal standards rather than helping to form them through the word of god. For the mood I'd most likely say <em>cheated, angry, </em>or whatever one word is for wanting to make dramatic change.
