Bankers and wealthy business man used to enjoy the laissez-faire in America that meant that the government had not many regulations that controlled the economy.  

The NIRA was the National Industrial Recovery Act of 1933 that allowed the President of the United States to regulate industry to impulse the American Economy. It also established the Public Works Administration as part of the New Deal. Roosevelt wanted to regulate the economy to help workers and consumers but protest arose from the part of business. The Supreme Court declared the Act unconstitutional in 1935.
