At first they served in the Union army but later they started supporting the Confederacy. That is because they believed the confederacy was going to win and wanted to be on the winning side to ensure that they have their freedom when the war is over because they helped the winning side.

Since there were more free m states than slave starts, more senators that were part of Congress were against slavery, since the amount of states there were that were free dominated the amount of states that were slave states. Therefore, to sum it all up, most people that were representing a state in Congress were against slavery.
