Legalism held that emperors should rule is ministers and officials with two handles: _________ and _________. what are they?
Volgvan

Punishment and reward are the two handles that emperors should use to rule his ministers and officials.

Legalism refers to school of Chinese philosophy that attained prominence during the turbulent Warring States era. The three main precepts of these Legalist philosophers are the strict application of widely publicized laws (fa), the application of such management techniques (shu) as accountability (xingming) and “showing nothing” (wuxian), and the manipulation of political purchase (shi). They believed in modelling political institution as per the human behavior and human's short-sightedness, thus punishment and rewards.

If a country is at the top of the world's human development index rankings, it probably will not have the world's best _____.
Aneli [31]
The answer is Military

Countries such as Norway, Sweden, Denmark and Switzerland are some of most developed countries in the world.

They have the Highest Human Development Index which points to how the government spends on providing high quality education, health and other public sector services.

However, all these countries also lack a strong and powerful military which can actually provide capable defense.

Switzerland is a neutral country while many Northern European countries are part of the NATO. As the United States spends the bulk of all money at NATO, these countries actually save billions of dollars every year.

Hence, while these countries have a high Human development Index, they lack a secure Army
