Norris, one of the superintendents, made the Yellowstone roads, roads, built one of the park headquarters at Mammoth Hot Springs, hired the first “gamekeeper,” and campaigned against hunters and people who tried to destroy the park.. Langford, another superintendent was a member of the Washburn Expedition and advocate of the Yellowstone National Park Act, was made a volunteer who greatly helped the park. He entered the park at least twice during five years in office—was in the 1872 Hayden Expedition and to evict a squatter in 1874. Langford did everything he could without laws to protect wildlife and other natural features, and without money to build basic structures and hire law enforcement rangers.
