The Governor of the state is the only person who can grant stays, reprieves, pardons, and stays of execution.

If it were a Federal crime, then the President can do the same. On a state level though, the Governor handles it.

He was sure that crime wasn't limited to the streets only but the respected and well educated individuals also committed crime.

Answer: the crime rate isn't as high as it seems to be. The crime rate is high in the cities, but low in the rural and suburban areas.

Most cities are extremely liberal, making it practically impossible for good citizens to own a gun for self defense. For this reason, urban criminals know that their intended victims are helpless, and they can commit violent crimes with impunity. (Suburban and rural criminals are strongly deterred from their potential crimes by the presence of armed citizens.)

Explanation: Cities are also home to vast numbers of government dependents, broken homes, and fatherless children. Fatherless children with unstable home environments have a much higher likelihood of turning to crime, joining gangs, etc. American cities skew the statistics for the country as a whole — but if you take the cities OUT of the statistics, then America is one of the safest places in the world.
