Assuming that the passage is, "Mark was late to work today because he overslept," then the answer would be that it is not an argument. An argument would need not only a claim, but counter-claim. In this case, the passage is merely a statement, or a fact. When it says that Mark is late because he overslept, it is a fact. There is no doubt that he was late and no doubt why so no, this is not an argument.
