The statement "There is as yet no liberty if the power of judging is not separated from legislative power and the executive power, " by Charles de Montesquieu suggested that the people holding the power of interpreting the laws, which is Judiciary, should be different from those that have the powers of making the laws, which is legislative. At the same time, another group of people different from the former two should hold the power to execute the laws, which is the Executive. Otherwise, there would be no freedom of the citizens.

Hence, the way this idea expressed by Montesquieu influence the writing of the U.S.Constitution is that "Government is organized into three branches" which comprises different people holding different arms of government that are Judiciary, Legislative and Executive.
