Explanation:

The transition from the Artices of Confederation to the US constitution was not easy as it included lengthy debates.The weaknesses of the Articles led to interstate conflict and the delegates tried to solve it.

When the Constitution was signed by the founding fathers it had to be ratifies by nine states to go into effect. The ratification was not easy as the delegates were dividing in two groups: <em>Federalists and Anti Federalists</em> and the bill of right was the cause of argument for them.

The federalists considered its addition to be unnecessary as they believed that the constitution only limited the government not the people, while the<em> a</em><em>nti-federalists believed that constitution granted too much power to the central government </em>and it could easily  encroach upon peoples rights and freedoms and a bill of right was necessary to  prevent it.

The Bill of rights was drafted by James Madison and the congress sent it t the states on 25th September 1789,  it was passed by the nine states and became the Bill of Rights. It was effective from 15 December, 1791
