The correct answer is "War Powers Act".

Also known as The War Powers resolution of 1973, it is a federal law that intends to limit the president's power to commit to an armed conflict without the consent of Congress.

The Law states that in order to declare war on a foreign nation, the President must get a "statutory authorization" from Congress. This also includes the scenario where sovereign territory has gone under attack by foreign powers.

The resolution requires the President to notify Congress within 48 hours of committing armed forces to engage in military activity.
