Ok,First of this poem has great meaning! the answer would be c because as humans we could have a scroll of complaints! So this cloud has his mind made up! Its not mean its just complaining!It doesn't say anything about the story for me to assume that he just did not get along with the other cloud.<span />
He wants to force her to interact with people so that she wouldn't be so sad over the death of Tybalt. He also really doesn't want people to think she is strange or weird because she has spent a long time mourning his death.
