The hiring and firing of the workers when presidential administrations changed in 19th century was known as spoils system. It began when president Jackson became the president in 1829. His supporters thought it necessary to reform the federal government. His opponent opponent considered it to be a corrupt be a corrupt method for political patronage.  The opponents liked to call it spoils system. The phrase was first used by Senator William L. Marcy in his speech. President Hayes wanted to reform the civil service appointments which were based on spoils system and tried to change it with merit system.

Well, if these people are not satisfied, they can have two ways, either to be part of a union and make strikes and disaster, or second, to write a letter to the government explaining how they feel, and they should make sure the letter is signed by a notary, then it will have more importance.

The amount of territory the US currently has would have been completely different if the national government could only legislate based on what is written in the constitution.

A perfect example of this is the power to purchase land/territories from other countries. This was first done by Thomas Jefferson with the Louisiana Purchase of 1803. The US Constitution does not say that the president has the power to buy land from other countries. However, Jefferson said that this power was "implied" by the Constitution.

This idea of an implied power greatly changed the presidency/national government. Several presidents after Jefferson would follow his lead by making deals with countries for territory.

If it wasn't for this concept of implied powers, the US may not have grown to the 50 states we know it as today.
