because it was only ANY MALE CITIZEN 18 YEARS OR OVER COULD SPEAK (AT LEAST IN THEORY) & VOTE IN THE ASSEMBLY OF ATHENS. and only citizens when more then half of the Greek population were slaves and women and the slaves could not vote because they were slaves and not citizens then the women could not vote because women were considered second class citizens and not fully citizens so they could not vote
