Lee Yick was a Chinese immigrant who owned a laundry facility in a wooden building in California. During this time (end of the 19th century) there was a law that established it was not legal to own this type of business in a wooden building without a special permit. However, this permit was not approved for Chinese migrants who owned almost all laundry facilities.

Due to this, Lee Yick was fined for not owning a permit and he decided to sue. This case was analyzed by the U.S. Supreme Court and it was decided Lee Yick was fined by the authorities just due to his race (Option B) as most laundry facilities were placed in wooden buildings with no permit and the authorities did nothing about it.
