General Welfare consists of granting the state an extended power to legislate and regulate with the objective of endorsing the common good. The United States Constitution promotes General Welfare twice: once in the preamble and the other in the Taxing and Spending clause.

The Taxing and Spending Clause is the clause that gives the Federal Government of America its power of taxation.

The General Welfare means health,peace,morality and safety of its citizens.Providing for the welfare of the people is the basic  goal of the government.And Preamble says general welfare as a primary reason for the creation of the US Constitution.
