I don't know if we are talking about the same war but the immediate consequence for Africa of the declaration of war in Europe was the invasion by the Allies of Germany's colonies. Neither side had prepared for war in sub-Saharan Africa. Indeed there was short-lived hope that it might be isolated from the war.

U.S. conducted six atomic tests before Russia developed their very first atomic bomb (RDS-1) and tested it on the 29th of August, 1949. Testing these bombs back then for both countries were relatively infrequent because they did not have very many atomic bombs to spare. The Trinity was tested on the 16th of July 1945 and yielded around 20 kilotons. 

Trinity, which was conducted in New Mexico was tested to give an idea of the actual size and the after- effects of a nuclear explosion. Operation first lightning or the RDS-1 also known as Joe 1 in the west was tested on August 29th 1949 and considered this test as the first Soviet nuclear test.
