One benefit from a healthier lunch alternative program is that people are more than likely going to make better food choices but one cost would be that everyone may be mad at you for cutting out junk foods in the lunch program, possibly hurting you chances of reelection.
If people approve of the new program, it could benefit me politically by helping my chances of reelection. One possible social cost is that parents might become upset if the price of lunch increases.
