Under the Articles of Confederation, the power of Congress could best be described as a loose union of states with no real political power.

Explanation:

During the validity of the Articles of Confederation, which were the first American constitution, the original states were organized around a Confederation Congress that exercised a dual power, both executive and legislative, with equal representation of each of the states.

Now, this Congress lacked many powers, especially that of collecting taxes and that of imposing its internal policies, for needing the unanimity in the vote of the states. Furthermore, in monetary policy, the situation got out of hand because it could not impose centralized management on the banks of each state. For this reason, given this situation, year after year the country became increasingly complicated to govern, which led to the enactment of the Constitution in 1787.
