One strategy is to pay civil servants salaries that allow them to take care of themselves and their families.  Many government employees fall into corruption because they are not paid enough and sometimes have to additional sources of income just to get by.  By paying them a good wage, it discourages them from certain forms of corruption such as taking bribes since they now can take care of themselves and their families. Another is cutting red tape.  People get frustrated when it comes to applying for certain documents from government due to the long process and too much requirements just to get it.  Making the requirements simple and the process faster discourages people from asking favors from employees to hasten the process.
