Why do you think early America couldn’t function without taxes or a leader?

Answer:

This is what I think:

- The states did not act immediately because they took too long.

- States were able to carry out their own foreign policies.  That was a disaster because technically, that role fell to the central    government, but the Confederation government did not have the physical  capacity to enforce that power, as it lacked national and international powers and position.
