Congress is not authorized to reduce the cost of entitlement programs by controlling the number of people who are eligible for benefits.

Entitlement programs are citizen rights granted by federal law. Some programs are granted to some non-U.S. citizens. The Entitled programs are Unemployment, Social Security, Medicare, and Welfare programs. Congress is not authorized to reduce the cost of entitlement programs by controlling the number of people who are eligible for benefits.
