What this is asking you to do is somehow make the significant digits other than 0 into a number between one and 10.

The number between one and 10 is 2.456

Now count the number of times you have to move from the last 0 to this number between 1 and 10

If you count carefully, you should get 11 skips from the end of the number to where the decimal is between 2 and 4. That is the power on the 10. So you have 10^11
