To check all the events (6), we label the chips. Suppose one chip with 1 is labeled R1 and the other B1 (as if they were red and blue). Now, lets take all combinations; for the first chip, we have 4 choices and for the 2nd chip we have 3 remaining choices. Thus there are 12 combinations. Since we dont care about the order, there are only 6 combinations since for example R1, 3 is the same as 3, R1 for us.
The combinations are: (R1, B1), (R1, 3), (R1, 5), (B1, 3), (B1, 5), (3,5)

We have that in 1 out of the 6 events, Miguel wins 2$ and in five out of the 6 events, he loses one. The expected value of this bet is: 1/6*2+5/6*(-1)=-3/6=-0.5$. In general, the expected value of the bet is the sum of taking the probabilities of the outcome multiplied by the outcome; here, there is a 1/6 probability of getting the same 2 chips and so on. On average, Miguel loses half a dollar every time he plays.

I have never heard the term SURDS before, neat.

Multiplying and dividing are easy, you jut multiply/ divide

\sqrt{a}*\sqrt{b} = \sqrt{a*b} and \frac{\sqrt{a} }{\sqrt{b} } =\sqrt{\frac{a}{b} }

Adding and subtracting don't always work.  For instance \sqrt{3}+\sqrt{2} can't be added.  The only time you can is if you simplify them, and doing so gives the same bases.  Now for simplifying.

To simplify you take the bases and just find the prime factorization of it.  or in other words break it down into its prime parts.  let's take 60.  the prime factorization is 2*2*3*5.  Notice there is a 2*2 which is 2 squared.  You can pull this out of a surd.

\sqrt{60} =\sqrt{2*2*3*5} =\sqrt{2^2*3*5} = \sqrt{2^2} \sqrt{3*5}=2\sqrt{15}

So after finding the prime factorization, take any prime numbers there are 2 of and pull it out.  You may need to do it multiple times.  for instance if it was something like 2*2*3*3*5 or 2*2*2*2*5 you would pull the double of 2 out AND the double of 3 out in the first one, and in the second there are two doubles of 2, so you would have to take the doubles of 2 out twice, or realize it is the same as 4*4.
