I think that the one which would add the most emotional impact to a news story is C, a video showing people stranded on the roof of their flooded homes. This is so because the audience could put themselves in these people's shoes as in this way they would understand that a tragedy of the sort can also happen to them. A video showing these people would directly appeal to the emotions and simpathy of the audience.
