The Supreme Court's decision in Brown vs. Board of Education (1954) declared that "separate but equal" facilities for blacks and

whites were unconstitutional. This decision marked the beginning of the end of segregation, or the legal separation of people of different color. Some state and local governments were slow to respond to federal orders to integrate, or end the race-based separation of, their hospitals, schools, buses, and other public facilities.
