Since this is a habit (this is something Jose is doing on the daily), you need to use present simple tense, which is reads. This is something he does every day, which is why only the option reads is correct. Is reading would be correct if the sentence said 'Jose is reading the paper at the moment.' You also need to use the article the in front of paper. 

2. Earl can't go to the game today.
The negative form of the verb can is either cannot (as one word), or can't (if you want to shorten it). So, first you write can, and then use the apostrophe ('), and then add -t. The word cant means something else, and the forms can'nt and cant' do not exist.

3. Mia said the movie was good.
Since the movie is a singular noun (there is only one movie), you need to use the singular verb as well, which is the word was. Were is used for plural nouns, which is not the case here. As good doesn't really mean anything so that is the wrong option as well.

4. Jeff needs to mail the letter.
You need to use the infinitive form of the verb here, which is to mail. Infinitives always look the same: they contain the word TO and the actual verb (to sing, to dance, to sleep, etc). Since you see the word needs in front of the line, it means that you need to use the infinitive since they go together.
