No, the black panthers were not successful.

Explanation:

I say this because, do you still see them around? Also, they didn't accomplish their goals. They wanted from the administration which was to include full employment, decent housing and education, an end to police brutality, and blacks to be exempt from the military.  

As you see today, police brutality still happens and is probably worse, and blacks are not exempt from the military.
